For personal blogs Tumblr and WordPress.com is best. I have tried LiveJournal and I have bad experience with them. Never tried Weebly but heard goo things about them.       Live Journal and Weebly are not good as they have less functionalities. Everyone should go with wordpress and blogger. Tumble is good for micro blogging or for sharing quotes and personal ideas.

      I have used 3 of these – Blogger, WordPress and Tumblr. For professional blogs there is nothing better than WP, however when it comes to personal blogging – I somehow feel blogger is much better. Specially because when you are blogging as a hobby, you would like a simple approach to design etc and I think blogger has an edge in that.
